That would be quite a big job for anyone other than a professional mechanic. So if you were to buy this kit, that would be 200 clams plus however many for labor. I'd assume that it would be somewhere around 300, so that's 500 bucks or so. For around that, you might be able to score a lower mileage replacement engine and all the benefits that come with that. Or even upgrade to a 1.8.
Oh, to answer your original question, it might give you more power, but a lot of other stuff might've happened to the engine already for it to be burning oil at 167k. I would err on the side of safety here and just go for a new(er) engine. Then again, if you're not having any problems with her, other than she likes to drink the dino too much, you could just ride it until it dies.

im an auto service tech.  my other plan is to leave it as is and buy a low mileage engine and rebuild that in preperation for a turbo 8-10 psi setup.  i was just wondering either way if this is an ok kit.

The kit won't help performance a bit, if the engine compression is good. Oil burning is problems with valve seals or the oil scraper ring. The compression is the upper compression rings. Usually. Low compression engines may not burn oil. High compression engines may drink oil. Though the two kinds of rings tend to wear in unison.
Test your engine's compression first before doing Anything. If you dislike the oil consumption, or find the compression figures low, (165? is minimal in the factory manual? but test methods give different figures.) time to do rings and usually valve seals and a valve job.
Before spending on the ebay kit, call around the forum sponsers and see what a kit with the parts You need will cost from them. And ask who the manufacturer is. Madza parts are superb. Other brands may offer equal service at 1/3rd the price. HLAs come to mind. I've never heard of the brand in the ebay ad. Which means nothing. As you are in the business, you probably have better ways than many of us to check out the company. Free and cheap are often Really expensive, as I'm sure any mechanic has discovered at one time or another.
Miata bottom ends last extremely well. Often all the crank and rod bearings are fine, even the bores (with a light hone to seat new rings.), with just the rings and valve seals needing replacing and the head cleaned up with the valves and seats ground to a proper fit. The basic engine was designed for twice the boost you are planning, so short blocks show little wear from NA use in many cars. Unfortunately, disassembly is necessary to determine what parts are needed beyond obvious ones like worn rings.
Or, you many need a full overhaul, which makes a good used engine look like a deal.

Sometimes rings are just stuck, and doing the water droplets in the intake cylinder steam cleaning frees the rings as it de-carbons the chambers. Done right, it can't hurt and has greatly improved some engines.

funny you mentioned this. i did it yesterday along with diff and tranny fluid and a good wax.(we had a slow day at work)
i didnt use water though. never heard of that.
i used an intake cleaner with isopropanol, xylene, and diacetone alcohol.

quick question.
i did tranny fluid about 6k ago. it was brown yesterday.
i did diff fluid about 7k-8k ago. it was black yesterday.
is this normal?
im guessing not.
we dont service alot of miatas here but i know that chevy trucks can go quite a bit longer on diff fluid without it turning black.

bump

I think i'd be more inclined to just buy another low mileage engine from scrapyard and drop it in rather than tear down an engine and rebuild it.

Go read the FAQ's ,Oil change person.......
