anyone know why i can't sell my windows xp cd that came with my dell?

  It's a single use license.

  Those OEM licenses are only sold with a computer. TOGETHER.  You have to sell the computer to sell the winxp license.
Yes it is also a single license copy thus you are only allowed to install it once.  If anyone tries to install it again they won't be able to "activate" it.
